Child offenders to be removed from adult jails

MALACAŅANG on Saturday announced the launch of a special task force to transfer thousands of child offenders out of adult jails.

Executive Secretary Eduardo Ermita said in a statement that the justice, social welfare, and interior departments would make up the task force to ensure that children being held in jail were transferred to rehabilitation centers.

The social welfare department was also setting up a foster family system for the children.

The move follows a CNN report in August that as many as 20,000 Filipino children could be behind bars.

Ermita said the CNN figure was wrong and that government figures showed as of July, there were 3,705 children being held in jail. He added they would soon be transferred to the social welfare department.

Philippine law says offenders below the age of 18 should be turned over to the social welfare department or kept in the custody of their parents.

However a lack of funds has sometimes prevented the social welfare office and the justice department from immediately attending to all children who were arrested, resulting in their being jailed alongside adult criminals.
