Juvenile offenders to be segregated from adult inmates

Around 50 juvenile offenders detained at the Marikina City jail will be soon be segregated from the adult inmates within this month as the minor offenders will now be detained in their new cells on the 5th and 6th floor of the city jail.

City jail consultant Nadeia Sarte said mixing the two will only cause the minor offenders to become hardened criminals.

It would worsen their situation if these child detainees are mixed with adult prisoners because they are exposed to more heinous crimes some have committed or have involved with," Sarte said.

She said most of the minors detained at the city jail are there for petty crimes such as theft and if exposed with adult inmates these juveniles might go into higher crimes when they get out into the streets.

Also, under such conditions like in other prisons, the minors are pressed on the boundaries of "sub-human prison" situation such as sleeping in the toilet, being pushed around and ordered to do unusual job by adults, she added.

Sarte also noted that in such conditions, minors are exposed to violence and cruelty at an early age, such as being sodomized, tortured and forced to be tattooed by older prisoners.

At present the city jail of Marikina has 745 inmates detained in the congested city jail, including 92 females and 50 minors.

Sarte said as soon as the cells are ready for occupancy, the juvenile offenders will be transferred.

Aside from the facilities, minors shall take undergo therapeutic program including education values formation and skills training "where they can be productive citizens when they have been released."
